Plan Ahead: Rule Changes for ESCs and PRCs

Friday was a busy day, with both the NSW Energy Savings Scheme (ESS) and Peak Demand Reduction Scheme (PDRS) seeing multiple changes signed off by the Minister.

Energy Savings Scheme – ESCs – Effective 19 June 2024

  • Refrigerated Display Cabinets (RDCs): The Government has announced the suspension of Activity F1.1 from 19 June 2024, meaning that the installation of new RDCs will no longer be eligible for ESCs. Activity F1.2 (replacing existing RDCs) will continue with key changes, including the removal of any 4-sided products and updating guidance regarding what is considered a like-for-like replacement. Should you wish to claim under F1.2 (replacement), the existing and new RDC must be of the same product type and class as per the GEMS Register.

  • Pool Pumps: The existing pool pump activity (D5) has been completely overhauled to match the new Minimum Energy Performance Standards (MEPS) legislation governing this technology. These changes will increase the number of ESCs generated from pool pump replacements, but also introduce a higher minimum co-payment of $200 (ex GST) per pool pump installed and strict minimum star ratings (4 stars).

  • Small Business Sites: Under both the ESS and PDRS, the definition of a small business site has been updated to make it mandatory that the business has a recorded ABN. Any upgrades for businesses that do not have an ABN will not be able to be claimed as Small

Peak Demand Reduction Scheme – PRCs – Effective 1 August 2024

  • Commercial Hot Water (CHW) Heat Pumps: Any hot water heat pumps installed on or after 1 August 2024 with a capacity less than 425L will no longer be eligible for PRCs. Therefore, any unit eligible for STCs will need to be installed before 31 July in order to claim PRCs. Larger systems will continue to be eligible from this date, however, the PRCs will now be subject to a capacity factor similar to ESCs.

  • Refrigerated Display Cabinets (RDCs): In line with the ESC Changes, the Government has clarified its guidance regarding eligibility and what is considered a like-for-like replacement.

  • Pool Pumps: In line with the ESC changes, existing pool pump activity (SYS2) has been completely overhauled to match the new MEPS legislation governing this technology.
